Campaigning against cuts to disability allowance and Atos “assessments”

MCAC is working with Manchester Against Benefit cuts to organise a week of action against changes to disability living allowance and the role of ATOS in carrying out “evaluations” for fitness to work which have been linked to over 1000 deaths between August and January  following loss to benefits (see press coverage below). Please support this action to highlight the tragic deaths of some of the most vulnerable members of our society. More details of week of action to follow.

Welfare cuts “linked to suicide”
 
There is “anecdotal evidence” of people committing suicide after losing their benefits following a reassessment, an MP has claimed.

A freedom of information request revealed that between January and August last year, 1,100 people had died after they lost their benefits.

Labour MP John McDonnell asked the Government to investigate whether there was a trend of people with mental health problems committing suicide after being ruled as fit for employment.

He said: “MPs across the House, and ministers, have emphasised the importance that care must be taken in dealing with people with mental health problems as they approach the medical and capability assessments, even if they lose benefits.

“There is some anecdotal evidence of suicides taking place of people who have lost benefits.

“Has the Government explored any of the coroners’ reports in these cases where there has been a reference to the loss of benefits as a contributory factor, and what lessons have been learnt?”

Speaking in the Commons, employment minister Chris Grayling replied: “We will always look very, very carefully indeed where something like that happens. So far my experience is that the story is much more complicated. But that does not mean we are not doing the right thing.

“I passionately believe that we should be helping (people), particularly those with mental health problems. I have met people who have been out of work for years and years and years with chronic depression who we are now beginning to help back into work.

“We have got to be very careful but we do look very carefully when those situations arise.”

Questions to political parties standing in the local elections

Manchester Coalition Against cuts sent the following questions to the political parties standing in the local elections. So far only the Trade Unionist and Socialist Coalition (see response here) and the Green Party (see response here), have responded.

Cuts in Manchester

In 2010 Manchester City Councillors voted through £180 million cuts. These have already had a devastating impact on jobs and services and the lives of thousands of the most vulnerable people in Manchester. The City Treasurer estimates further cuts of between £55m and £80m for 2013/14/15. Will you vote against these cuts if you are elected?

 Tax evasion

Given that every year 120 billion pounds is lost in tax evasion, and only 1 billion is lost through benefit fraud, would you support a clamp down on tax evasion and closing tax loopholes?

ATOS

Atos currently has a £100m a year contract with the Department for Work and Pensions (DWP) to carry out examinations for disability benefits.  The Atos testing system has already led to people with terminal illnesses and severe medical conditions being declared ‘fit for work’ and having benefits removed. Tragically some people with mental health problems and other conditions have committed suicide as a result of the decisions made by Atos and the stress involved with the process. 70% of Atos decisions declaring disabled people as ‘fit for work’ are overturned on appeal.

Do you support the campaign to end the contract with Atos? Will you protect other vital services for disabled people that are threatened by the council cuts? Do you oppose the closure of the Remploy factories?

The Fire Brigades Union are campaigning against cuts to the fire service. Manchester is the biggest borough and almost wholly consists of very high and high risk wards. 34% of all wards will have to wait longer for a fire engine seven of these wards are high risk. There will be a 7% cut in fire engines with night time cover being reduced at Moss Side.  Crew sizes will also be reduced and this will give rise to safety concerns for both crews and public.

Do you support the campaign to Save Our Fire Service?

Public sector strikes 

Millions of people have taken, and continue to support the need for, strike action to oppose the government’s austerity package. Will you support future strike action? Do you support the Unite health workers strike on 10th May?

 

Academies

In Chorlton there is a high profile campaign against Chorlton High School being converted to an academy. Are you opposed to the academy scheme? Will you support the campaign?

 

War

According to recent figures the British government has spent £20.34billion on military operations alone in Iraq and Afghanistan, not including soldiers’ salaries or healthcare. Do you oppose the wars in Iraq and Afghanistan? Will you oppose Britain supporting an attack on Iran?

Manchester Green Party response to MCAC local elections questions

Responses from Manchester Green Party. The Green Party is presenting candidates throughout Manchester.

1) Cuts.
Green councillors in Manchester would vote against cuts budgets. But we would also use Council meetings to put forward budget amendments to propose protection of frontline services within the resources available and to challenge the assumption that there are no choices open to the City Council. In particular we would follow the lead of the Green-led Brighton & Hove City Council to prioritise a) paying a Manchester Living Wage for all Council workers, b) protect children’s services budgets against cuts, and c) continue to provide an in-house youth service. We would be prepared to propose raising council tax to increase revenue and protect frontline services.
2) Tax evasion.
Our party is committed to tax enforcement & to challenging tax evasion, including closing loopholes that allow corporate wealth to be transferred to tax havens outside the UK. Our party leader Caroline Lucas MP has been prominent in proposing action on tax evasion.
3) Disabled people.
We have supported protests against Atos. It is appalling that so many decisions declaring people as ‘fit for work’ are overturned on appeal, imposing terrible burdens of stress on individuals going through the assessment process. Whilst we can see an argument for future change to the model of support for disabled people’s employment provided by Remploy we oppose the current cuts, which will be shocking in their impact on individual lives & which need to be withdrawn until positive alternative support proposals are developed and funded.
4) Manchester Fire Services.
We support the Save Our Fire Service campaign.
5) Public sector strikes.
We support the strikes planned for 10th May; we have supported and joined previous protests against the austerity policies of the Coalition government. We will judge our position on support for any future strike action at the time, in the light of the specific circumstances.
6) Academies.
We oppose the academy proposal for Chorlton High School and have participated in protests.
7) Wars.
Our party nationally & locally opposes the wars in south west Asia, and we share the concern about the increasing threat of a Western attack on Iran.
8. Campaigns against cuts.
As a party we have supported citywide protests against City Council cuts, including cuts to SureStart services. Individual candidates for the City Council have participated in local anti-cuts campaigns; our target ward candidates in Hulme and Levenshulme have specifically identified opposition to local authority cuts as themes for their campaigns in both 2011 & 2012.

Cuts in Manchester

Yes, of course!

All candidates standing for the Trades Unionist and Socialist Coalition are mandated to vote against budget cuts if we are elected.

Voting against cuts is the central platform on which we stand.

 Tax evasion

Given that every year 120 billion pounds is lost in tax evasion, and only 1 billion is lost through benefit fraud, would you support a clamp down on tax evasion and closing tax loopholes?

Yes.
Many of the very corporations and banks that are tax evaders run businesses in Manchester. As Councillors we would visit these firms to seek assurances and ask for action plans that will ensure that tax evasion is eradicated. The ‘I Love Manchester’ publicity should not be extended to tax evading companies in a City that tops the league table for ‘severe child poverty.’

Yes. Our Cllrs would join protests that demand the end of the ATOS contract.

Will you protect other vital services for disabled people that are threatened by the council cuts?

Yes. Some of the Council’s £190 million reserves should be used to help those most at risk and hurt by the cuts.

Do you oppose the closure of the Remploy factories?

Yes
Remploy factories should stay open and expanded to provide realistic work opportunities to those who want to voluntarily work.

Yes. More trades unionists should be encouraged to join the action on May 10th, and future strikes over pension cuts.

Academies

In Chorlton there is a high profile campaign against Chorlton High School being converted to an academy.

Are you opposed to the academy scheme?

We oppose the entire Academy program, it is a stepping stone to the privatisation of the school system.

Will you support the campaign?

As well as support the campaign, our candidates are active, along side others, in the Anti Academies Alliance.

War

Do you oppose the wars in Iraq and Afghanistan?

Yes. All troops should be brought home from Afghanistan immeadiately

Will you oppose Britain supporting an attack on Iran?

We are opposed and active in opposition to any attack on Iran, or on sanctions against Iran.

What campaigns have you been involved with to oppose the cuts?

Our candidates have been involved in a variety of ways, depending on their personal circumstances and employment situation.

Mark Krantz : Manchester Chorlton
I have campaigned over cuts to the Library Service, the Youth Service, Metal Health Service as well as Social Care cuts. I have actively supported those striking against pension cuts.

I help with the orgainisation and the initiatives of the Manchester Coalition Against Cuts.

As an activist with the Right to Work Campaign I was chief steward working with the NW TUC organising the March For An Alternative! anti-Tory demonstration last October.

With Defend the Right to Protest I have supported those who have faced charges arising from anti cuts protests.
